Puerto Rican-Inspired Beef Stew (Picadillo estilo Puerto Rico)

Ingredients
2 tsp olive oil
1 cup chopped scallions
1 tsp minced garlic
1 cup diced red bell pepper
1¾ lb. 95-97% lean ground beef
1 cup diced tomato
1 bay leaf
½ tsp paprika
1 tsp salt
½ tsp garlic powder
½ tsp onion powder
½ tsp dried oregano
½ tsp ground black pepper
20 green olives, sliced
¼ cup chopped parsley
3 cups cooked rice cauliflower
Directions
Heat a large skillet over medium heat and add oil.
Add the garlic and scallions and cook for 1 minute, then add the red pepper and cook for another 4 minutes, stirring frequently.
Add the ground beef and cook with the vegetables for 3 to 5 minutes, breaking the beef into bite-sized crumbles as it cooks.
Stir in the diced tomatoes with the meat.
Add the salt and the rest of the spices to the mix and stir to combine.
Finally add the olives, then cover the skillet and cook for about 5 minutes.
Divide mixture into 4 equal portions and serve each over ¾ cup of cauliflower rice.
Divide parsley evenly and garnish each serving.
